MARK CARNEY and DOUG FORD reportedly had a backroom deal to clear the runway for jets at Billy Bishop airport — until the Prime Minister abruptly pulled the plug. The reversal has left the Premier blindsided, Toronto City Hall circling, and plenty of unanswered questions about where the airport fight goes from here.

Ford had always intimated that Carney was on side, even if Carney was wishy-washy on the matter.
